There was a brief flurry of activity related to this a few months ago, unfortunately I can’t remember where or much of the details – maybe try the xml-dev and rss-dev archives. I’m pretty sure one of the languages mentioned was RDDL, the purpose of which is very similar to what you propose.
In any case, it’s probably worth popping in a note at LazyWeb.org, get other people to do some work ;-)
